Series Information
The 2002 Population and Housing Census was the fourth census to be undertaken during the post-independence period. It was carried out on 25th August 2002 with the main objective of providing accurate and reliable population data to users.
Abstract
At the planning level,the Population and Housing Census data will play a central role in the formulation of realistic development of people.In the Tanzania situation where the Government is decentralizing its functions to the district level, reliable and up-to-date population and Housing Census data will help district authorities to prepare development plans, which will reflect the aspirations of the people.

Sampling
Sampling Procedure
As in the 1988 census, results from the 2002 Population and Housing Census are presented at district level, broken into rural and urban parts.
As in earlier censuses, the Institutional Enumeration Areas such as hospitals, guest houses, schools etc. were not included in the sample design for 2002 Population and Housing Census.
A sample of households for the long questionnaire was selected by cluster sampling using the Census Enumeration Area (EA) as cluster. That is, a sample of EAs was first selected, and then all households within each selected EA were enumerated with the long questionnaire. The size of the EA was about 800 people in rural areas and about 400 people in urban areas on average.
Each of the 123 districts was divided into urban and rural parts. A sample of EAs was selected in each district for rural and urban parts separately. The number of EAs to be selected was allocated according to the criteria illustrated from page 190 to 192 of the analytical report.

It was necessary to recruit 16,000 supervisors and 65,600 enumerators and train them for the actual enumeration work. each supervisor was assigned a maximum of five enumerators.
The training programme was carried out in three phases with those trained in one phase training those at the next lower level.
The purpose of the training was to teach all census workers to carry out the fieldwork and to use correctly the various developed instructions (manuals). Training manuals were developed to standardize the training and reduce the risk of every trainer having their own interpretation on how to carry out the training.A training manual was produced to give guidelines including instuctions to every trainer on how to teach trainees to use their own instructions, different materials, etc.

Questionnaires
There were two types of census questionnaires namely the long and the short questionnaire.The first eight questions,which appeared in both questionnaires,were name,relation to the head of the household, age,sex, marital status,disability and citizenship.
In addition the long questionnaire included extra questions on the following topics.
1.Survivorship of the parents of the person
2.Migration
3.Education for all persons 5 years and above
4.Economic Activity for all persons 5 year and above
5.Fertility of all women aged 12 years and above
6.Mortality
7.Housing conditions
Overall, the long questionnaire comprised 37 questions. Qustionnaires were in Swahili Language.

Due to space constraint at the National Bureau of Statistics and the Central Census Office,dataprocessing of the 2002 population and Housing Census was carried out at the National Council for Techincal Education(NACTE) Compound.The Government facilitated the acqusition of the site and renovation of two warehouses.it was important to construct two structures namely: the data processing centre and the container shed, in order for site to be ready to receive and process the questionnaires.although the generator house was provided and plans to install a generator were made,due to very late delivery the intended generator was never installed.

Data Appraisal
Estimates of Sampling Error
Census data based on the long questionnaire is subject to sampling errors. Sampling errors of estimates for selected variables were estimated. For the sake of simplicity, sampling errors were calculated by using a formula for linear estimates without taking into account the ratio estimation. Confidentiality of respodents is guaranteed by section 20 of Tanzania Statistics act number 1 of 2002
Before being granted access to the dataset, all users have formally agree:

2.the information is disclosed in a manner that is not likely to enable the identification of the

6.when required by the Director General, return all documents made available to him to the Director General;
7.comply with the directions given by the Director General relating to the records.
