Abstract
The National Panel Survey (NPS) is a nationally representative longitudinal survey designed to provide data from the same households over time in an attempt to better track national and international development indicators, understand poverty dynamics, understand the linkages between smallholder agriculture and welfare, and to evaluate policy impacts in the country.

This is the fifth wave of the National Panel Survey which follows four previous waves: the first wave was conducted between October 2008 and October 2009; the second wave was fielded between October 2010 and November 2011; the third wave was implemented between October 2012 and November 2013; and the fourth wave was conducted between October 2014 and November 2015.

Sampling

Sampling Procedure
The NPS is based on a stratified, multi-stage cluster sample design. The original sampling frame was from the 2002 Population and Housing Census (PHC), and more specifically, the National Master Sample Frame, which is a list of all populated Enumeration Areas (EA) in the country.

The sample design of the NPS recognizes four explicit analytical strata: Dar es Salaam, Other Urban areas in Mainland, Rural areas in Mainland, and Zanzibar. Within each stratum, clusters were
randomly selected as primary sampling units (PSU), with the probability of selection proportional to their population size. Clusters are equivalent to census EAs. In rural areas, an EA is a natural village or a segment of a large village, while in urban areas, an EA is a street or a city block. In the last stage, eight (8) households were randomly chosen in each cluster/EA.

The sample for the NPS 2020/2021 consisted of the 3,352 households corresponding to 419 clusters from the NPS 2014/2015 sample. Additionally, the “Booster Sample” consisted of a new selection of 545 households corresponding to 68 EAs. This new sample in NPS 2020/21 will be maintained and tracked in all future waves of the NPS. Table 1.2 shows the allocation of clusters and households across strata for the NPS 2020/21 sample.
Weighting
In order to produce nationally representative statistics with the NPS data, it is necessary to apply weighting or expansion factors. For previous rounds of the NPS, panel survey weights adjust for
differences in the probability of selection into the NPS 2008/09 sample for observations in various strata, 2008/09 households splitting into multiple households in NPS 2010/11 and NPS 2012/13,
splitting even further in NPS 2014/15, and attrition between rounds of the survey. A similar practice was used for panel survey weights in NPS 2020/21, based on their probability of selection
in the NPS 2014/15 (as the Refresh Sample).

The methodology used to calculate the panel weights for the panel households in NPS 2020/21 was developed as part of the LSMS-ISA work program. Details on the methodology can be found

The survey was primarily implemented by eight mobile field teams, each composed of: one supervisor, seven enumerators, and one driver. Seven mobile field teams were responsible for different regions on the mainland and one team was responsible for all of Zanzibar.
Data Collection Notes
Fieldwork for the NPS 2020/21 began in the last week of December 2020 and was completed in January 2022. This 14-month span of fieldwork addresses any intra-year seasonality concerns and
fluctuations. The survey was primarily implemented by eight mobile field teams, each composed of: one supervisor, seven enumerators, and one driver. Seven mobile field teams were responsible

Questionnaires

Questionnaires
Wave 5 National Panel Survey consists of four Questionnares: A Household Questionnaire, Agriculture Questionnaire, Livestock Questionnaire, and Community Questionnaire.

The Household Questionnaire is comprised of thematic sections.

Agriculture Questionnares collected information at both the plot and crop level on inputs, production and sales, consistent with key phases in the agricultural value chain.

The Livestock Questionnaire is administered to all households participating in these activities and asks about the inputs, outputs, labour, and sales related to these activities.

The Community Questionnaire collects information on physical and economic infrastructure and events in surveyed communities.

The National Panel Survey utilizes a concurrent field entry system known a Computer-Assisted Personal Interviews (CAPI). STATA software was utilized to perform complex aggregated checks. Furthermore, due to the panel nature of the survey, where applicable and appropriate, data was checked against previous round data

The dataset has been anonymized and available as a public use dataset. It accessible to all for statistical and research purposes only, under the following terms and conditions:

1. The data and other material will not be redistributed or sold to other individuals, institutions, or organization without the written agreement of the Tanzania National Bureau of Statistics.

2 .The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

3. No attempt will be made to produce links among dataset provided by the National Bureau of Statistics, or among data from the (National Bureau of Statistics) and other datasets that could identify individuals or organizations.

4. No attempt will be made to re-identify respondents, and no use will be made of the identify of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the National Bureau of Statistics.

5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the National Bureau of Statistics will cite the source of data in accordance with the Citation Requirement provided with each dataset.
